A group of travellers have moved on to land opposite Kent County Council's offices at Kings Hill.
Six caravans are currently stationed on land off Gibson Drive.
Tonbridge and Malling Council, which is also based on the estate, have been approached for comment and it is believed notice has been served for the occupants to leave the site within 24 hours.
