A police helicopter has been flying over the area taking photographs for use in possible future operations.
A number of people spotted the helicopter, from the Essex force, over Whitstable and Herne Bay on Monday.
A spokesman for Essex police said: "Kent have asked us to do this."
A Canterbury police spokesman said it was not an incident-related matter.
